Devell Christian, 18, of White Oak and David Perkins, 23, of Greensburg were charged Thursday with possession with intent to deliver drugs and conspiracy, White Oak Police Chief Joe Hoffman said. The men were arrested after Christian was seen getting into Perkins' vehicle carrying a bag. Police in White Oak have arrested two men who they believe were planning to distribute roughly $10,000 worth of heroin in Westmoreland County.Hoffman said the bag contained 953 stamp bags of heroin. He said $1,226 was found inside the vehicle. Hoffman said the arrests came while officers were conducting surveillance of areas where suspicious vehicles and persons, and possible drug activity have been reported.
